Regional Plan
MMRDA was established for implementation of the Regional Plan and for Planning, Development and Co-ordination of Development within MMR. Mumbai Metropolitan Region was delineated and the first Regional Plan for Mumbai Metropolitan Region (MMR) was sanctioned in 1973. After considering various planning aspects, the Authority prepared the revised Regional Plan for the period 1996-2011 which was sanctioned by the State Government on 23rd September, 1999 and it came into force with effect from 1st December, 1999. The third draft Mumbai Metropolitan Regional Plan, 2016-36 is now prepared and published for inviting suggestions and objections from the public
Development Financing
MMRDA's functions involve preparing and financing projects of Regional significance, extending financial and technical assistance to Urban local bodies and other infrastructure implementing agencies in their infrastructure projects, co-ordinating the development efforts in the MMR and preventing development that is likely to have adverse impact on the Region. Financing of infrastructure Projects is carried out by Planning Division through the following funds-
  • Mumbai Metropolitan Region Development Fund (MMRD Fund)
  • Mega city Scheme Revolving Fund (MCS-RF)
  • Mumbai Urban Development Project - Revolving Fund (MUDP-RF)
Other Projects
  • Sub-Zonal Master Plan for Matheran Eco-Sensitive Zone
Ministry of Environment and Forest notified Matheran and its surrounding region as Eco-Sensitive Zone (ESZ) in 2003. The notification requires preparation of sub-zonal master plan for 1) Matheran Municipal Council Area and 2) The remaining area of ESZ other than Matheran Municipal Council. MMRDA is entrusted with the task of preparation of sub-zonal master plan by Government of Maharashtra for the remaining area of ESZ. Planning Division of MMRDA is preparing the sub-zonal master plan.
  • Gharapuri
The famous rock cut caves at Gharapuri located in Thane creek falls in MMR. UNESCO has declared Gharapuri as ‘World Heritage Site'. About 12 lakhs tourist visit the island every year. Considering its importance MMRDA has undertaken various infrastructure works through various agencies.
