Mumbai Metropolitan Region’s Extended Notified Area :

The Government of Maharashtra (GoM), vide notification dated September 09, 2019 has extended jurisdiction of Mumbai Metropolitan Region Development Authority (MMRDA) by including the remaining villages of Vasai taluka and the entire Palghar taluka of Palghar district having an area of about 1142 sq. km., as well as the remaining villages of Alibag, Pen, Panvel and Khalapur talukas of Raigad district, having an area of about 874 sq km. The jurisdiction of the Authority has increased from about 4312 sq. km, to about 6328 sq. km.

In order to develop the said area in a planned manner, the GoM vide notification dated July 9, 2024, has notified 224 villages in Palghar district and 223 villages in Raigad district (total area of about 1752 sq. km.) as Mumbai Metropolitan Region's Extended Notified Area (MMR-ENA) and has appointed MMRDA as the Special Planning Authority for the said notified area.

However, vide notification dated October 15, 2024, 02 villages adjacent to Pen Municipal Council partially, and 07 villages fully, of the Pen taluka of Raigad district have been have been included in the notified K. S. C. New Town. The total area of the MMR-ENA excluding K. S. C. New Town area from the extended notified area is about 1,681 sq. km.

The Thane-Palghar-Raigad Regional Plan approved by the GoM vide notification dated January 06, 2018 is in force for the part of said area included in Palghar district, and the Raigad District Regional Plan approved by the Government vide notification dated July 04, 1992 is in force for the part of the said area included in Raigad district. Further, the Unified Development Control and Promotion Rules (UDCPR) approved by the GoM vide notification dated December 02, 2020 is in force for the said area. MMRDA, vide letter dated  January 03, 2025, has delegated the powers of the Special Planning Authority regarding Development Permission and Control under Chapter IV of the Maharashtra Regional Planning and Town Planning Act (MR&TP), 1966 to the respective District Collectors of Palghar and Raigad-Alibag.

MMRDA, on October 15, 2024, has appointed a consultant to prepare Development Plan using Geographic Information System (GIS Based DP) and Development Control Rules for the said MMR-ENA.

Also, MMRDA vide notice dated September 18, 2025 has declared its intention to prepare Development Plan for MMR’s Extended Notified Area in Palghar and Raigad district in accordance with section 23 of MR&TP Act, 1966.
