New Town Development Authority (NTDA)
Background
- MMRDA has implemented the mega infrastructure project of the Mumbai Trans Harbor Link Project (MTHL). This project will trigger development in and around the region where the MTHL lands in Navi Mumbai Area because of opening of the land beyond island city of Mumbai for development. This area is well connected by Navi Mumbai International Airport, suburban railway network, metro rail network, Multi-modal corridor, Mumbai Goa highway, Mumbai-Pune expressway, JNPT based Dedicated Freight Corridor, the area is expected to attract large scale development of IT/ITeS, data hubs, Fintech, logistic parks, educational and health sector.
- As per the MMRDA Act, 1974, MMRDA has been entrusted with the responsibility to bring about a balanced development in accordance with the Regional Plan. Therefore, to achieve the same and with the intention of generating new revenue resources to finance the infrastructure and development in MMR.
- Given this advantageous location and the anticipated surge in private investments in the MTHL Influence Area, there exists tremendous scope for land value capture. With the entire land under its jurisdiction, MMRDA, as the Planning Authority, is uniquely positioned to leverage this opportunity through land incentivization instruments, strategic commercialization, and anchor investor engagement.
- The Authority has approved the development of Growth Centers in MMR using various planning tools such as TPS/ PPP model, etc. Appointment of MMRDA as NTDA for these developable areas will enable MMRDA to generate revenue which can be re-invested to execute the large scale infrastructure projects required to cater the rapid urbanization and achieve balanced development of the region.
Key Highlights
The New Town is being planned by MMRDA primarily on the framework of CIDCO’s Navi Mumbai development model. The KSC New Town is envisioned as a model of avant-garde urban planning, underpinned by innovation, sustainability, and human-centric design to create a truly liveable city. The development framework emphasizes:

- Promotion of green infrastructure and climate-resilient urban systems.
- Development of mixed-use neighbourhoods to improve accessibility and reduce commuting distances.
- Incorporation of self-sustaining and future-ready communities, adaptable to the challenges of resilience and climate change.
With its scale and location, the New Town has the potential to emerge as a logistics hub, data centre cluster, IT and ITes, Fintec, transit-oriented development and affordable housing , retail and entertainment destination, and a vibrant ecosystem for offices, universities, research facilities, residential, and commercial development.
The project is poised to catalyze MMR’s aspiration of becoming a USD 300 billion economy by 2030 and a USD 1.5 trillion economy by 2047, by attracting global and domestic investments in real estate, hospitality, IT, ITES, and allied sectors.
Function of Division

To survey the lands in the KSC New Town.

To Study the existing Road Network, Industries, environment, Geographical features and modes of Transportation.

To Prepare Existing Land Use Plan and its report and publish them.

To carry out due process as per the Maharashtra Regional & Town Planning Act, 1966 regarding preparation of proposed Land Use Plan and submit to the Government for approval.

To implement the plan after approval of the Government.

Government of Maharashtra, by notification dated 15th October 2024 has appointed MMRDA as New Town Development Authority (NTDA) for 124 villages in Uran, Panvel and Pen Tehsil in Raigad District of Maharashtra.
- The designated area is named as “K. S. C. New Town”.
- It comprises of 323.44 Sq.km. of area.
MMRDA is in process of formulating the land acquisition policy with the approval of Government of Maharashtra and the Planning proposal shall be prepared as per provision of Maharashtra Regional and Town Planning ACT, 1966.
