Surya Regional Water Supply Scheme
Brief Description
The 403 MLD Surya Regional Water Supply Scheme is MMRDA’s pioneering project designed to develop and implement a bulk water supply system at the regional level. The Scheme was formulated by MMRDA to supply bulk drinking water to the Western Sub-Region of MMR i.e. Mira-Bhayander Municipal Corporation (MBMC), Vasai Virar City Municipal Corporation (VVCMC), and enroute 44 villages in Palghar District.

1. Project Planning
- Evaluate water supply needs based on population growth & demand trends in regional area of MMR.
- Conduct technical, financial, environmental, and social assessments.
- Budget planning, funding arrangements, and resource mobilization.
- Develop preliminary and detailed designs in coordination with appointed consultants.
2. Project Implementation
- Secure necessary statutory permissions from concerned authorities.
- Issue bids, evaluate proposals, and award contracts following government procurement norms.
- Ensure adherence to legal, environmental, and safety standards during project execution.
3. Project Construction
- Oversee construction activities to ensure quality control and adherence to timelines.
- Resolve on-site challenges related to engineering, materials, or logistics.
- Conduct regular site visits & testing to maintain construction standards.
4. Project Monitoring
- Use digital tools and periodic reporting to track project milestones and budget utilization.
- Identify risks such as delays, cost overruns, or technical failures and propose mitigation strategies.
- Maintain transparency through regular public disclosures and updates.
5. Operation & Maintenance (O&M)
- Ensure continuous and efficient operation of water supply systems.
- Plan and implement preventive and corrective maintenance for infrastructure and equipment.
- Develop mechanisms for billing, metering, and cost recovery.
- Promote user awareness for water conservation.
- Implement measures to reduce water losses, promote recycling/reuse, and ensure long-term resource sustainability.

Considering the rising water demands and water scarcity crisis in Vasai Virar region, MMRDA has partially commissioned the scheme under Phase–I with regular water supply to Vasai-Virar City Municipal Corporation from 15.11.2023. The scheme was inaugurated by Hon. Prime Minister, Shri Narendra Modi on 12.01.2024. The treated bulk water in the range of 160-170 MLD is being supplied to VVCMC from Kashidkopar MBR. The project caters drinking water demand of around 14 lakh population in Vasai Virar Region under Phase -I.
The Scheme will supply 218 MLD of treated bulk water to MBMC and enroute 44 villages in Palghar district under Phase –II. The execution works of Phase-II are currently in progress. The works are planned for completion by end of Dec 2025. This water shall cater the demand of approx. 16 lakh population in Mira Bhainder city. The commissioning of Phase –II is dependent on availability of 132 kV power supply from MSETCL.
