Bus Q Shelter
Govt. of Maharashtra by GR dated 1st November, 2003 appointed MMRDA as implementing agency for the Mumbai Urban Infrastructure Project (MUIP). Under MUIP works along with road widening works, MMRDA has also undertaken erection of street lighting, landscaping, road marking and signages work.
In the meeting held on 8th April, 2005 under the Chairmanship of Municipal Commissioner in the presence of Joint Commissioner of Police (Traffic). General Manager, BEST and Metropolitan Commissioner, MMRDA it was decided that MMRDA shall erect State of Art Bus – Q – Shelters of international standards on BOT basis on the highways. MMRDA and BEST Officials finalised the design of Bus – Q – Shelters incorporating LED display mechanism, poly carbonate roofing and other state of art facilities.
MMRDA invited fresh bids through public advertisement released on 15th November, 2006 for 3 packages viz. Package – I Western Express Highway (Bandra to Dahisar), Package – II Eastern Express Highway (Sion to Thane), Package – III Bandra – Kurla Complex (Kalanagar to CST- Bandra link road) and Jogeshwari – Vikhroli Link Road (Jogeshwari East to Vikhroli East).
Under Package – I on Western Express Highway work of erection of Bus – Q – Shelters was allotted to M/s. Rajdeep Publicity Pvt. Ltd. as per the work order dated 15/11/07. Under Package – II on Eastern Express Highway and Under Package – III,Bandra – Kurla Complex and Jogeshwari – Vikhroli Link Road work of erection of Bus – Q – Shelters was allotted to M/s. J. C. Decaux Advertising Pvt. Ltd as per the work order dated 16/11/07. M/s Rajdeep Publicity has erected 94 BQS out of 99 as per MMRDA's design while M/s J C Decaux has erected 29 out of 49 on EEH, 25 out of 51 on JVLR and all 22 BQS in BKC as per their own design which was approved by MMRDA and BEST.
With the erection of BQS, the agency is also responsible for maintenance of BQS over the period of 10 years.The agency against the right to display the advertisement on the BQS, pay MMRDA a yearly stipulated premium as quoted in the Financial Bid. Thus, MMRDA is not burdened, moreover getting revenue.
As per the bid document bidders had to pay the yearly premium installment in advance for the year. But, the bidder requested to modify the yearly installment of premium to twelve monthly. The request with following issue were put up before the Executive Committee held on 04th March 2010 for approval.
a. Payment of 5% of upfront to PWD
b. Transfer of revenue received for JVLR to BEST
c. Modification of Annual Installment into twelve monthly installments
Executive Committee vide its resolution no. 1162 approved the request and accordingly bidders were informed to pay the monthly installment. During the period it was observed that the BQS are not erected as per the location list mentioned and also the mode of premium payment is not regular. Also, the issue with respect to transfer of revenue to PWD and BEST needs to be resolved. So, A meeting was convened in MMRDA on 23rd October 2013 with bidder and representative of BEST to resolve the pending issues and claims made by the bidders. Bidders were directed to submit explanation for reasons such as non payment, delays, interest etc in detail with relevant documents.
